Restricted Substances Overview

The materials restriction matrix includes several new bills, including several “chemicals in children’s products” bills.   These “children’s product” bills define “children’s product” as any product containing a chemical to which children are or may be exposed.   This greatly expands the definition of “children’s product” well beyond established definitions such as is in the federal CPSIA, and will include many products in the scope of these bills that are traditionally not considered “children’s products.”  In many cases, a device does not need to be handled by or even in the vicinity of a child to fall into this expanded exposure-based definition.    Also, several new PBDE restriction bills were introduced.
