USA - California - Product Take-Back

The California Assembly Appropriations Committee on July 29, 2003 allowed amendments to Senate Bill 20 (Sher-D, Palo Alto), the Hazardous Electronic Waste Recovery, Reuse, and Recycling Act (“S.B. 20”) currently on the suspense file. The legislation seeks to enact a new “producer and consumer responsibility” regime for end-of-life electronics in California. The amended bill, renamed the Hazardous Electronic Waste Recycling Act, shifted some of the cost burden of electronics recycling directly to consumers, rather than placing the burden solely on manufacturers as was proposed in the original bill. The amended bill would require manufacturers and retailers to collect a per-unit collection fee to cover the full costs of collection, consolidation, and transportation of electronic waste.
