South Korea - Product Take-Back

Question:

Under both Product Take-back and Restricted Substances for South Korea, under scope, the table seems to indicate that industrial computers (and I assume associated monitors and keyboards) are exempt from these regulations. Below the table it states, "For more details, please refer to the Attached Table 2 of the Enforcement Regulation of the Resource Recycling Act." When I open this document, there is no text, and the full regulation appears to be in Korean. How can I find out more about this exemption and its requirements (for example, is a manufacturer required to register for this exemption, the scope of this exemption etc.)?
