European Union - Restricted Substances Overview

Question:

We are trying to determine the correct classification under REACH (Substance / Preparation or Article) of a roll of sheet metal. The roll of sheet metal would be further processed into a cabinet which would be classified as an article, however we are unsure whether the raw material roll of sheet metal would be a preparation or an article.
