Argentina - Batteries

Question:

I have reviewed the EIAtrack summary on the Buenos Aires battery take back Resolution and have the following questions:
does the law apply solely to rechargeable batteries?
does the law apply to equipment in which batteries are included in the equipment?
does the law apply to batteries embedded on circuit boards?
is the term "consumer" defined to limit application to businesses, hospitals, laboratories, etc? (e.g., is consumer defined as a household entity)?
If consumer includes hospitals, and the medical equipment includes a battery, and the medical equipment is manufactured outside of the jurisdiction, then is it the importer of record the person responsible party under the law?
