Argentina - Product Take-Back

Question:

In reading the March 17 2009 Regulatory Alert “Bills on WEEE and Recycling Re-Introduced in Argentina” on the WEEE bills PL 0187-D-2009 and PL 0162-D-2009, I have a couple questions:

1. the bills referenced above are separate/not related to the S3532 Filmus (now Bongioro) bill. Is this correct, i.e. there are 3 separate bills?
2. do all 3 bills have the same degree of momentum?
