European Union - Restricted Substances Overview

Question:

According to the amendment 2006/66/EC: Lead in finishes of fine pitch components other than connectors with a pitch of 0.65 mm or less with NiFe lead frames and lead in finishes of fine pitch components other than connectors with a pitch of 0.65 mm or less with copper lead frames. Does it mean Pb in the plating of terminal of fine pitch is exempted?
Now, we have a type of IC (LQFP-64 package)with a fine pitch of 0.5ppm which contains Pb in pin exceeding 1000ppm, and the concentration is 28678ppm. Is Pb in the pin exempted from RoHS? Thanks a lot!
