European Union - Product Take-Back

Question:

Under the Recovery Section (Article 7) of the WEEE Directive, there is a clause on targets for recovery and recycling:
(b) for WEEE falling under categories 3 and 4 of Annex 1A,
- the rate of recovery shall be increased to a minimum of 75% by an average weight per appliance, and
- component, material and substance reuse and recycling shall by increased to a minimum of 65 % by an average weight per appliance;
Does this apply to a particular consumer product or the general class? For example, does model ABC manufactured by ZZZ need to meet this requirement or is for the class of equipment?
