European Union - Packaging and Labeling

Question:

I have got a question concerning Marking of packaging.
So far there is no mandatory Marking system in the EU.
I checked on EIA track and it is stated there, if a material identification system is used, it should be consistent with the one described in the Commission Decision 97/129 which establishes identification numbering and abbreviations for packaging materials. The decision 97/129 uses single digits (1,2,3).

In CEN Report 14311 2002 mentiones double digits in it bibliography (01,02...) for material identification.
Can you give us advice, if double digits are accurate to use on packaging within the EU, or if there would eb any legal problem, because it is conflicting with EC decision 97/129?
