European Union - Restricted Substances Overview

Question:

What is the proper action to meet manufacturer's responsibility detailed in the REACH Directive if a few suppliers are willing to provide a Certificate of Compliance to RoHS and/or basic material information, but they refuse to provide full substance disclosure? The majority of our suppliers complied with our substance disclosure request.
