Canada Proposes an End-of-Life Electronics Stewardship Program for Nova Scotia

On July 10, 2007, Electronics Product Stewardship Canada (“EPSC”) released a proposed End-of-Life (“EOL”) Electronics Stewardship Program for Nova Scotia (the “Program”). The proposal is to be submitted on August 1, 2007 to the Minister of Environment and Labor for approval. The proposal outlines a stewardship program for EOL electronics regulated under Phase I of the Nova Scotia Solid Waste-Resource Management Regulations (the “Regulations”), Section 102 of the Environment Act (see link below), which take effect February 1, 2008. The Program is intended to be consistent with electronics stewardship programs in other Canadian provinces. If approved, the Program will be managed by a not-for-profit governance entity tentatively to be called Atlantic Canada Electronics Stewardship (“ACES”); obligated brand owners will be able to join ACES to satisfy their obligations under the Regulations. The proposal contemplates that the collection, transportation, consolidation and recycling of EOL electronics will be managed via the Nova Scotia Resource Recovery Fund Board (“RRFB”), a non-profit corporation designed to administer product stewardship programs in Nova Scotia, and its subcontractors.
