Manitoba Issues Draft E-Waste Stewardship Regulation and Guidelines

Manitoba Conservation issued for comment earlier this month a “Proposed Electrical and Electronic Equipment Stewardship Regulation” (the “Proposed Regulation”) under The Waste Reduction and Prevention Act that would require stewards as defined in the Proposed Regulation to finance and participate in ministry-approved, province-wide stewardship programs for a long list of designated electronic products. Accompanying the Proposed Regulation are draft “Stewardship Regulation Guidelines For Industry Stewards” (the “Guidelines”) that provide further detailed requirements for stewardship plans, collection systems, public consultation, reporting, performance targets and pollution prevention practices. Comments on the Proposed Regulation and Guidelines may be submitted to Manitoba Conservation by November 13, 2007.
