Minnesota Considers Four Bills on Electronic Waste

USA - Minnesota - Product Take-Back

The Minnesota Legislature recently considered four bills that would establish a statewide electronics recycling program. Two of the bills were based on the extended producer responsibility model, one would create an advanced recovery fee (ARF) and the fourth one imposed a combination of the two approaches. On March 30, the Senate Environment and Natural Resources Committee passed one of the bills, S.F. 1298, after heavily amending it to incorporate provisions from the other bills, including an advance recovery fee (ARF). However, on March 29, the House Governmental Operations and Veterans Affairs Committee approved its companion bill, H.F. 1391, which did not include an ARF.
