Minnesota Delays Ban on CRT DisposalJuly 6, 2005 USA - Minnesota - Product Take-BackThe State of Minnesota has delayed the implementation of the disposal ban for cathode-ray-tube-containing products such as televisions and computer monitors. The ban was supposed to go into effect beginning July 1, 2005. However, the state legislature adopted revisions to the ban at the last minute, and, on July 6, 2005, Minnesota Governor Tim Pawlenty signed the legislation. See Minnesota Session Laws 2005, 1st Special Session, Chapter 1, Section 132. The revised disposal ban is now scheduled to go into effect on July 1, 2006. The ban was purportedly delayed so that state officials could have more time to consider management strategies for waste electronics and address concerns from local government regarding the costs to establish comprehensive electronics recycling programs.
The legislation also established a Waste Management Task Force to examine potential statewide systems to manage electronic waste among other issues. See Id., Section 155. The task force, to be composed of legislators, will consider various funding mechanisms as well as approaches used to recycle other appliances. The task force must also develop findings and recommendations and report to the House and Senate Environment Committees by January 15, 2006. The task force will be automatically dissolved on July 1, 2006.
