Introduction
Argentina does not have a national take-back regime for waste electronic equipment or batteries, but there has been tremendous activity within the national bicameral legislature to pass legislation to that effect. The City of Buenos Aires has, however, issued a “Zero Waste” law that includes provisions for extended producer responsibility that may lead to mandatory take-back programs for electronic products. The City, which is moving ahead of the national government, may provide a catalyst for final action in this area, both at the national and provincial levels. In addition, MERCOSUR, the southern cone trade agreement between Argentina, Brazil, Uruguay and Paraguay, has enacted a post-consumer responsibility policy for electronics, batteries, cell phones and other products that may push Argentina to step-up its federal efforts to implement a national program for all electronics.
