Introduction

In Belgium, the following Regulations implement the European legislation on energy-using products (2005/32/EC), energy efficiency (96/57/EC) and energy labelling (92/75/EC):

  1. Act of 21 December 1998 concerning product norms to promote sustainable production and consumption patterns and to protect the environment and public health (“Wet tot wijziging van de wet van 21 december 1998 betreffende de productnormen ter bevordering van duurzame productie en consumptiepatronen en ter bescherming van het leefmilieu en de volksgezondheid”)
  2. “Koninklijk besluit van 10 november 1996 betreffende de vermelding van het energieverbruik en het verbruik van andere hulpbronnen op de etikettering en in de standaard-productinformatie van huishoudelijke apparaten”, which sets mandatory limits for the energy consumption of household refrigerators and freezers.
  3. ”Koninklijk besluit betreffende normen voor de energie-efficiëntie van huishoudelijke elektrische koelkasten, diepvriezers en combinaties daarvan”, which imposes a labelling requirement on suppliers of major household appliances (electric ovens, refrigerators, freezers, washing machines, combined washer-dryers, dishwashers, tumble dryers, household lamps and household air-conditioners).
In line with the EC Directives 92/75/EC, the European Council of Manufacturers of Domestic Appliances (CECED) has established several voluntary agreements with energy efficiency standards for several product groups: refrigerators, dishwashers, washing-machines.

Another voluntary agreement has been established for office equipment, coordinated by the Energy Star Programme; please see below for more information.
