Introduction
Transboundary transport of hazardous waste in Costa Rica is subject to the country’s international commitments, namely, the Basel Convention, the Central American Regional Agreement on Transboundary Movement of Hazardous Wastes, and a bilateral waste agreement with the U.S. The details on export or import of hazardous waste depend in part on the country of origin and the destination. The issue is further complicated by the lack of one overarching definition of “waste” and “hazardous waste.” Until a national framework solid waste law is enacted, some regulatory overlap and ambiguity will continue to exist regarding the scope of transboundary waste restrictions.
