Introduction

Along with ‘polluter pays’ and ‘shared responsibility’ one of the three fundamental principles of the Nova Scotia Environment Act is ‘product stewardship’. According to a Solid Waste Resource Management Strategy published by the Nova Scotia Department of the Environment and Labour in 1995, these principles confer an obligation upon both producers and consumers to assume responsibility for the post-industrial and post-consumer fate of all goods and materials. In particular, the Strategy notes that numerous household hazardous wastes are amenable to industry-managed product stewardship initiatives to maximize their diversion from landfills.
