Introduction
California has specific regulatory provisions to address the management of used or discarded electronic equipment and equipment components that may be classified as hazardous waste. Depending on the hazardous characteristics of these wastes and whether or not they are properly recycled, these items are managed under either: (1) California's Hazardous Waste Management System (22 Cal. Code Regs. chapters 10-22), which is built on the framework of the federal hazardous waste regulations under the Resource Conservation and Recovery Act ("RCRA"); and/or, (2) California's Universal Waste Rule (22 Cal. Code Regs., chapter 23). In addition, California’s Perchlorate Contamination Prevention Act and certain provisions of the Federal Universal Waste Rule pertaining to management of mercury-containing, perchlorate-containing and rechargeable batteries may apply.
