Introduction
As harmonised by EU requirements, Finland has two different legislative requirements for flame retardants:
- PentaBDE and OctaBDE restriction (applicable to all articles)
- TRIS, TEPA and PBB prohibition (applicable to textiles and textile articles)
- Polybrominated biphenyls (PBB) or polybrominated diphenyl ethers (PBDE) in electronics
In Finland, the RoHS Directive has been implemented on 9 September 2004 through the adoption of the Finnish Council of State Decree 853/2004 on the Restriction of the Use of Certain Hazardous Substances in Electrical and Electronic Equipment ("Valtioneuvoston asetus vaarallisten aineiden käytön rajoittamisesta sähkö-ja elektroniikkalaitteissa.Statsrådets förordning om begränsning av användingen av farliga ämnen i elektriska och elektroniska produkter"). The Finnish RoHS Decree entered into force on 1 October 2004. The requirements only apply to EEE put on the market from 1
July 2006. The Annex to the Decree has been amended in January 2006.
The key provisions of the Decree implementing the RoHS Directive are discussed in this report. Other restrictions on chemical substances in electronics are also identified.
Defined Restrictions:
All articles: PentaBDE & OctaBDE: limit (0.1% by mass)
Textiles: prohibition for TRIS, TEPA, PBB
Electronics: polybrominated biphenyls (PBB) or polybrominated diphenyl ethers (PBDE) : prohibition suggested threshold limit 0.1%
