Introduction
The Economy Ministry continues to promote DfE and product stewardship as part of its initiative for "clean production" agreements (APLs), which are covenants with industry sectors to adopt sound environmental management techniques. Work on APLs began in 1997 under the auspices of an Executive Secretariat for Clean Production created within the Economy Ministry with considerable assistance from US-EPA, USAID, the World Bank and the UN Environment Programme (UNEP). The Clean Production Program has since shifted to the National Center Council for Clean Production (CPL), supported and assisted by the National Center for Cleaner Production.
