Introduction
The Regulations implement Directive 94/62, on Packaging and Packaging Waste, O.J. L 365 (Dec. 31, 1994). The Regulations impose (1) essential requirements; (2) maximum heavy metal concentration levels; (3) recovery and recycling targets; and (4) reporting requirements. The Regulations allow for the trade of “packaging recovery notes” proving that specified recovery targets have been met.
Defined Restrictions:
Packaging must contain no more than (1) 250 ppm of lead, cadmium, mercury or hexavalent chromium, if placed on the British market after June 1999; and (2) 100 ppm of lead, cadmium, mercury or hexavalent chromium, if placed on the British market after June 2001.
The heavy metals content limits do not apply to packaging that is made entirely of lead crystal glass.
