Introduction
Brazil has been a regional leader in energy efficiency standards and labeling over the last decade. Voluntary government-sponsored programs promoting energy efficiency have existed in Brazil for years. A 2001 federal law (Law 10.295) and its implementing decree (Decree 4059) called for all energy-consuming equipment to meet either maximum energy consumption or minimum energy efficiency standards (MEPS). Since then, Brazil has issued mandatory MEPS for several product categories, although electronics have not yet been addressed. The country has been even more aggressive in development of energy efficiency labeling. Initially a voluntary effort, over time labeling has become mandatory for numerous products. As of 2009, televisions with CRTs and plasma, LCD and projection screen TVs are the only electronic products covered by mandatory labeling requirements, but mandatory labeling for other electronics, such as set-top boxes and monitors, is under consideration.
