Introduction

In December 2003, the Environment Minister for Ontario approved the Blue Box Program Plan (the “Plan”), which requires manufacturers and retailers of consumer goods to pay 50 percent of total net costs incurred by municipalities for curbside recycling of packaging and printed paper covered under the Plan.
