Introduction
Oregon has enacted legislation to establish minimum energy efficiency standards for various products, including some audio and video products and external power supplies. “An Act Relating to Minimum Energy Efficiency Standards” (“the Act”) requires manufacturers of covered products to test them and certify that they meet or exceed the standards. The Oregon Department of Energy (“DOE”) is responsible for implementing the Act by adopting procedures for certification, labeling, and enforcement.
Following a 2006 Executive Order announcing general intentions to promote sustainability in Oregon, the state government incorporated the Electronic Product Environmental Assessment Tool (“EPEAT”) into its procurement policy for personal computers and monitors.
