Introduction

Poland joined the European Union (EU) on 1 May 2004. Under the terms of the accession negotiations, Poland was obliged to transpose the environmental acquis, or Community law, into national law by the date of accession.

However, in the case of recent EU legislation, which requires significant investments and/or infrastructure upgrades, acceding countries were allowed to negotiate transition periods beyond the accession date.
