Introduction
The Ministry of Knowledge Economy (“MKE”) and the Korea Energy Management Corporation (“KEMCO”) are responsible for managing four energy efficiency programs:
- Energy Efficiency Standards & Labeling Program (mandatory);
- e-Standby Program (voluntary except for 19 mandatory products);
- High-Efficiency Energy Appliance Certification Program (voluntary); and
- Building Energy Efficiency Certification Program (voluntary).
In addition, to reduce greenhouse gas, the Korean government is operating a Voluntary Agreement Program with energy users or energy providers. This program assists energy users and energy providers by economizing and evaluating reasonable use of energy as well as assisting with the development of specific implementation plans for energy conservation.
The energy efficiency programs are regulated by the Rational Energy Utilization Act (“REUA”). There are separate regulations corresponding to each of the four programs and the Voluntary Agreement Program.
