Romania Summary


Romania (237,500 sq. km; approximately 22,355,500 inhabitants) is a republic. The President, the Head of State, is elected by popular vote for a four-year term. The members of Parliament, which are also elected for four-year terms, are elected by popular vote. The legal system is now based on the constitution of France’s Fifth Republic.

The European Commission has commented that Romania faces acute problems concerning air, water and soil pollution (erosion and degradation). The major environmental impact is poor water quality, which results from the discharge of untreated or partially treated waste water. Another cause of environmental damage, and related health hazards, is the uncontrolled disposal of urban waste.

Negotiations on Romania’s accession to the EU are still ongoing and the country is aiming to join in 2007. Under the terms of the accession negotiations, candidate countries are obliged to transpose the environmental acquis (Community law) into national law by the date of accession. However, in the case of very recent EU legislation which entails significant investments and/or infrastructure upgrades, accession countries may negotiate transition periods beyond the accession date. Romania’s negotiations with the EU on the environmental chapter of the accession programme are still in progress.
